Scapegoating
SCAPEGOATING

Definitions:

i. The act of blaming a person or group for something bad that has happened or that someone else has done.

ii. The practice of singling out a person or group for unmerited blame and consequent negative treatment.

iii. Refers to a process by which a person or group is unfairly blamed for something that they did't do and, as a result the real source of the problem is either never seen or purposefully ignored.

9. Whoever is real wrongdoer escapes sanction. [Collective stupidity.]
