| OVER-EXPENDITURE Definitions: i. Situation where the amount spent is more than the amount authorized or budgeted. ii. Occurs when expenditure exceeds the budgeted. ______________________________________________________________________ * All seven or eight elements, as applicable, should be in. 1. There is some formal 'limit'. 2. Earlier expense was prudent. 3. Money not spent on the need... not on frivolities or unnecessaries. 4. Value for money was obtained. Or no embezzlement occurs therein. 5. Negative situation is a one-off. 6. Declared in the financial books... not 'fixed' by creative accounting. 7. The extra expense is authorized.
