Definition: (formal) The quality of using few words when speaking or writing.

1. Purposeful.

2. Necessity or justified/justifiable, in the opinion of speaker/writer to use fewer words. That is, more words can be used but consideration of time, listener's/reader's intellect, etc. makes this unnecessary.

3. Nothing vital that was meant to be included in speech or writing was left out of the things said or written.
