Purposeful to have guide in place (see definition). 2. Necessary to do a trial run prior later investment. 3. Will be in a complete condition needing no addition once it's fully set up. 4. Carefully managed to effect adjustments, if need be, even if piece-meal. 5. Setting small scale project will be cost-effective. 6. Managers will be involved in managing full-scale. 7.
