Purposeful and necessary, for the protesters. 2. The law with respect to its status isn't being debated at the time. 3. There will be an awareness of consequence(s). 4. Location or where gathered is not populated largely by non-smokers. 5. Deep inhalation won't take place at the event. 6. Law enforcement will not turn blind eye to the lawbreaking actions. 7. Protest serves purpose(s) in smokers' opinion. 8.
