Made directly and timely -not through a third party or late. 3. Previous accusation will be debunked by the allegation. 4. Basis cannot be a rumour, or hearsay, or outright falsehood. 5. Wouldn't have been expected or prepared for by 'enemy'. 6. Gives or provides room for some response, reply or reaction. 7. Achieves objective(s) or serves purpose(s), as desired. 8.
