Decentralization, or federalism, will not be in name only. 6. Political organization, its relevance and effectiveness, will be constantly put to test by regular referendum, etc. 7. Economic and political mobility have no 'boom-bust cycles'. 8. Model of economic production and power acquisition will not be threatened by members of the other classes. 9.
