Purposeful and necessary, whatever the number of bill's proponents. 2. Readable, i.e., will be in a right form and not in a foreign language. 3. Succinctly lays out all the grey arrears or points of disagreement. 4. The language or choice of words used will be polite, sensible, etc. 5. Duly signed or endorsed appropriately. 6. Delivered in good time or early enough. 7. Serves purposes, if not discountenanced. 8. Leads to a review or rethink of proposal. 9.
