| SPILLBACK (1) Definition: A traffic condition in which motorists become trapped in an intersection when the light turns red, preventing drivers from cross streets from passing through. ______________________________________________________________________ * All six elements should be in. 1. The cause is not an "L" (learner) driver driving slowly ! 2. The weather conditions won't be a contributory factor !! 3. No malfunction of, or tampering with, the traffic lights !!! 4. Patience will not be exhausted as a direct consequence. That is, no noise pollution (from hoots and honks) or road rage (from a blame game). In other words, no loss or damage from delay experienced. 5. Lasts for a tolerable or affordable period of time, i.e., hold-up will eventually come to an end, in time, for normal appointments to be kept or future planned activity to be done (connect to #6). 6.
