Purposeful and necessary for protesters. 2. Demand had been earlier tabled before lawmakers or representative. 3. Members of the public not compelled to be present at the location. 4. Period of action would be considered OK. 5. Smokers disperse afterwards, without causing public destruction, and reach their respective homes safely. 6. Achieves objective(s), especially when authorities become aware, and only if they respond appropriately. 7.
