| TOP-HEAVINESS Definition: (of an organization) The quality or state of being top-heavy (having an unstable structure due to too great a concentration of highly paid top personnel). ______________________________________________________________________ * All seven elements would be in. 1. Organizational chart is as approved by the board or directors. 2. Job hoppers are not many or present among the superior echelon. 3. Bloated 'upper class' is not considered a strain on resources. 4. Behemoth regularly experiences 'boom-bust' cycles (see definition). 5. Positions at the top were genuinely, and competitively earned. 6.
