Purposeful to have policy in place. 2. Considered necessary - for peace to reign. 3. Supported by the law/justice system. 4. Transparent and/or plain for all to see - not complex and obscure. 5. Gets no external support to survive. 6. Sustained as long as place is multiracial. 7.
