ii. (verb) To hold responsible.

1. A cause existed. That is, a failing, loss, let down, disappointment, etc occurred.

2. The party which held another responsible (or accountable) made no contribution, in part or in whole, whatsoever, to the situation, of what or who earns or earned the blame.

3. The situation is evident. That is, blame is not based on suspicion, allegation, bias, etc.

4. Timely. That is, when a correction, repair or an amendment can no more be effected on the situation.
