| BLACKOUT (1) Definition: A period when there is no light as a result of an electrical power failure. ______________________________________________________________________ * All eleven elements should be in. 1. The measure of electrical current, preceding the period, was adequate, appropriate or 'full'. 2. No hint, notice or forewarning was given before light went out. And 'failure' will not be deliberately precautionary or the result of sabotage. The period of darkness could, therefore, not have been prepared for. 3. Cause or causes of the failure is/are known or can be quickly found out. 4. Failure did not or does not result directly, from or in, a loss of human life. 5. Immediate attention is given to problem by the appropriate professionals and/or relevant officials. 6. No serious local loss will be suffered, no minor crime will be committed, no litigation will arise, etc. as a direct fallout of failure. 7. Tax payers are not levied or surcharged during or after period to get the problem fixed. 8. Regular updates on situation are provided, by whatever means, by the electricity authorities while darkness persists. 9. Period will last for a duration considered as tolerable; briefly. That is, problem will be sorted as quickly as possible. 10. Restored light, after repairs, will not cause a domestic damage to appliances and/or equipment, or result in an industrial or economic loss, disruptions, etc. And will not damage a person's vision or eyesight. That is, the current which will be restored will be the usual or normal. In other words, repairs effected will be of the highest standard or quality. 11. Light that will be restored, whenever restored, will be sustained for a considerable period of time, until the next or another failure. ______________________________ See perfect DARKNESS (1).
