| BLACKLIST Definition: A list of names of people, companies, products or countries that an organization or a government considers unacceptable and that must be avoided. ______________________________________________________________________ * All twelve elements should be in. 1. Purposeful and necessary to avoid particular persons, organizations, things or nations. 2. Compiled by the authorized people and approved by the appropriate organs of organization or government, who are not bigoted, and are without prejudice, bias, subjectivity, etc. 3. Information or data, reports or details, etc. upon which list is/was drawn up is/was credible. 4. Positives or benefits, if any, in persons, objects, etc. to be officially avoided, will be clandestinely sought by who draws list. 5. Probability or likelihood of dangers, risks, losses, etc. exists in situation, especially if the specific people or things are not avoided. (Connect to #3, to emphasize.) 6. Efforts will be constantly or continuously made by who or what is intended to be avoided, to be accepted or condoned. 7. List will be given maximum publicity. That is, all members of organization, relevant officials of government, known allies or partners, etc. will be informed of names and/or particulars on list. 8. Basis of rejection will be defensible in law (where required). That is, there can be no legal order, ruling or judgement, compelling contact or association with 'undesirables'. 9. List will be complete at all times (connect to #10). 10. Constant review, reassessment, etc. of eligibility to remain on list, will be taking place in situation. 11. There will be clearly stated sanction, punishment, etc. for unauthorized contact, association or relationship with any named individual, group or entity on list. (Connect to #4.) 12.
