Delivered safely without wastage, spillage, etc. and without causing a problem to the environment or damaging the ecosystem. That is, pipes, etc. are strong and are all well laid, and do not burst in the process of usage. 7. Supply serves purpose(s) or achieves objective(s), whether in peace or war time.
