| VOTER Definition: A person who votes or has the right to vote, especially in a political election. ______________________________________________________________________ * All eight elements should be in. 1. Has a purpose and considers it a necessity. 2. Knows the issues, candidates, manifestos, etc. at stake. 3. Has his or her complete names in the voters' register. 4. Has not been compromised before voting. That is, has not been bribed or corrupted by candidate, politician, interest group, etc. In other words, will vote based on guidance by his or her conscience. 5. Will need no help and consults no one before marking document - ballot paper - or making choice(s). And marks paper(s) appropriately and/or makes choice(s) voluntarily. That is, the cast ballot (= vote) will not be ruled later as invalid. 6. Qualified or eligible by law to vote (to emphasize). 7. Will break no electoral rule or extant law, in the course of exercising right. That is, person is law-abiding and well-behaved while casting his or her vote and during period around the polling booth. (And will not abstain from voting!) 8.
