Definition: The right to refuse to allow something to be done, especially the right to stop a law from being passed or a decision from being taken.

2. Considered a necessity, within the circumstances within which it was given (connect to #1).

3. Person giving right or persons/people/group allowing right, give voluntarily and unanimously.

4. Condition(s) guiding the use or application of right is/are clear, unambiguous. (To emphasize.)

5. Duration that right exists for or lasts is stated. And/or the condition(s) that would necessitate a review is/are stated on granting the rare 'privilege'!

6. Right is not possible to be challenged at a superior level or upturned by another authority. And can be given up, if desired, by person with 'might'.

7. Serves purpose(s), even if it is not ever actually used.
