| UPSET (1) Definition: A situation in which there are problems or difficulties, especially when these are unexpected. ______________________________________________________________________ * All six elements would be in. 1. Nature of emergency problems or difficulties is known. 2. The person or persons suffering in or from situation did not contribute directly to the problems or difficulties (to emphasize). 3. Solution or answer is not easily or readily obtainable at the point in time of being in situation. 4. The wherewithal to tackle or to attempt to resolve issue(s) is not readily available. 5. Loss, disadvantage, embarrassment, etc. will arise in or from the situation, as long as it exists. 6.
