Situation is explainable. That is, cause(s) is/are possible to known and therefore, it can be understood why control or management is difficult. 2. Person or thing with difficulty is blameless. That is, excuse for inability to control or manage is reasonable and acceptable. In other words, all that needed to be done to exercise control or ensure management was done, even though success was not attained. 3. Situation or things that are difficult to control or manage does not arise as a fallout from nature or as a result of natural event(s). 4. Loss or losses will arise as an outcome of being unable to control or manage particular situation or thing. 5.
