Not wishing or desirous of being jobless. 2. Registered with the appropriate agencies that can get them work. That is, all the people are entered in the right data base. 3. Not strictly discriminatory. That is, the people are willing to take up any reasonable offers of employment. 4. People are on unemployment benefit! 5. The people are law-abiding and peace loving. 6. These people were earlier in paid employment. And/or they have no skill to be self-employed, individually or as a cooperative.
