Purposeful for dodger - not an illegality ! 2. Wrong is considered a necessity by the dodger(s). 3. Available resources/finances, funds, from which payment is to be made, are believed inadequate by tax dodger. 4. 'Savings' are productively channelled to earn more benefits. 5. Way is not deliberately disclosed, by payer, to another person. 6. Person concerned is never blamed, embarrassed, taunted, etc. as a direct result of paying only the minimum tax allowable. 7.
