Purposeful and necessary. 2. Authorized or approved to be a mouthpiece. 3. Participated in the discussion that led to a group's or an organization's position or stance. Or got adequate and detailed briefing from the right, official source(s). 4. Expressions and presentations are made concisely and clearly. That is, what person says is understandable. In other words, he or she is knowledgeable and intelligent enough; convincing. 5. Can take questions from listeners, audience, etc., even if the right answer(s) will not be provided for every 'query'. And/but will clarify issues, not confuse matters. 6. (Reserved.) (Will not tell a lie, flip-flop, sex-up details, etc., unless representative has been expressly directed/permitted by the superiors, bosses, etc., to be untruthful or ... ! And never reads a prepared statement!!) 7. Period taken to complete assignment will be considered as reasonable (to emphasize). 8. Reachable, especially in an emergency.
