* All seven elements would be in.

1. Purposeful and considered a necessity by who excludes others.

2. There will be no justification or excuse for the discrimination.

3. Rights that cannot be denied, such as their votes, or privileges that are granted, such as freedom of speech, that the people in the groups have, will count for nothing in the scheme of things.

4. Complaints, protests, appeals, etc., if any, by/from third parties or by/from external sources will be ineffective in the situation.

5. Loss or losses that will result from ill-advised policy (?) will be enormous for all, as the (positive) contributions that would have been made by 'rejects', for the society's good, would be non-existent.

6. Isolated and unimportant people will not be able to unite to start and sustain a fight for acceptance, or 'independence', where desired.

7. Act will not be regretted afterwards, by those who exclude others, whatever the pains or disadvantages that may be suffered therefrom.
