Definition: A person who is blamed for something bad that somebody else has done or for some failure.

1. Purposeful and necessary for accuser or accusers to pick particular target (to emphasize).

2. Person is circumstantially liable. That is, some suspicion, utterances, presence, evidence, etc. exists to warrant this 'tag'.
