Definition: The act or art of making a rule or set of rules.

9. Review, reworking, reassessment, etc. takes place.

10. Approval or concurrence is given by the authority.

11. A codification and notification occurs thereafter.

12. Has no provision for a circumvention (to emphasize).

13. Achieves objective(s), as hoped for (connect to #12).
