Relevant, that is, information is directly connected to the main document. And added by the appropriate official (to emphasize). 4. Easily and timely accessible. Extra information is not a 'write-up'. That is, piece is of appropriate (short or shorter) length, signed or unsigned. 6. Ensures a better understanding and/or appreciation of document.
