| RETURNING OFFICER Definition: (British English) An official in a particular area who is responsible for arranging an election and announcing the result. ______________________________________________________________________ * All seven elements should be in. 1. Purposeful and necessary. 2. Duly appointed to be in charge. 3. Knows duties and responsibilities. 4. Protected by the law and the law enforcement agents, as necessary, especially in the course of his or her work. 5. Person is competent. That is, appropriately trained and qualified to conduct election. 6. Performs duties - makes proper and timely arrangements, organized conduct and activities, correct announcements, etc. - responsibly and without mistakes. That is, independent-minded and performs duties according to the electoral law, and without regard for external pressures. 7. Receives no gift(s), etc. from participant(s) and others connected with the contest, before, during and after election.
