Purposeful (to emphasize). 2. Necessity by way of law or rule, custom or tradition, protocol or regulation, etc. to formally record thing/person. 3. Approved or authorized. That is, not an illegal act. 4. Made timely to help achieve goal(s). And completed in good time. 5. Act is conducted in the right and proper way - documentary, computer-based, photography, etc. - not memorized ! 6. Evidence of having being registered is available after conclusion of act/action. 7. Manner in which thing/person is registered can remain verifiable and/or retrievable for whatever period of time desired. 8. Details recorded are complete and correct. And no detail is duplicated or completely the same, in all respects, with another thing's/person's. 9. Thing/person registered experiences no unplanned loss, injury, etc. during the process. 10.
