Purposeful (to emphasize) and not questioned. 2. Considered a necessity to be strict, especially in the opinion of enforcer(s). 3. Measures adopted are authorized and approved by the appropriate authorities. 4. Imposition and enforcement is done timely to help achieve goal(s). 5. Rules, regulations, etc. are obeyed, respected or complied with, without exceptions. 6. No unplanned loss occurs in the process of enforcing strictness. 7. Regimental state stays in place for the period planned. 8. No specific law will be broken in the course of ensuring strictness or maintaining discipline (connect to #5). 9.
