| RECESS (1) Definition: A period of time during the year when the members of a parliament, committee, etc. do not meet. ______________________________________________________________________ * All twelve elements should be in. 1. Purposeful and necessary. 2. Period is in a calendar or program or in a schedule of activities. That is, period is officially approved/authorized and known beforehand. 3. Period (= date and time) arrives or 'break' commences as planned. 4. Activities preceding the start of period are routine - motion, proposal, secondment, adoption, adjournment, etc. - not unplanned, emergency acts or actions (to emphasize, connect to #3 & #8). 5. All the activities that were to be accomplished before this period were fully completed. 6. Duration of period is adequate, in the estimation of the people going for a 'rest'. 7. Period is used beneficially, profitably. 8. Resumption after period will be as planned or programmed, in respect of the exact date/time/location, etc. 9. Responsibilities returned to, gained from the 'break', however period was utilized. That is, time serves purpose(s) (connect to #12). 10. No natural disaster or untoward event happens during period that will make resumption an occasion to call for a cancellation, unplanned shift or postponement, indefinite suspension, etc. 11. Nothing important that is owned by committee, etc. or by the members is damaged or destroyed or stolen, at the meeting place, during the period that break was on. 12. No member will be absent on resumption. And their senses and frames of minds will be in excellent order to continue with meeting or proceedings. ____________________ WORTHWHILE. | |
