Has a purpose and considers it necessary to collect thing. 2. Recipient is the right person. That is, has an authorization or approval to receive thing. 3. Knows what to expect. Or examines thing before collection. 4. Has a capability or capacity to safely retain thing received for the period necessary or desired. 5. Receives thing directly, not through a proxy (to emphasize). 6. Receives the thing at the right time and promptly. 7. No law is broken by the action of person receiving thing (connect to #2). 8. Nothing unplanned is lost by recipient as a direct result of the effort(s) put into receiving thing. 9. Knows what is to be done with thing received (connect to #4). 10.
