Definition: The act of giving something to a different person or organization; to change the status of something.

1. Purposeful and necessary.

2. Authorized and/or approved appropriately. That is, there is a need or justification for change.

3. Person being given thing is capable of shouldering responsibility effectively and efficiently. Or changed status is sustainable.

4. Act is done timely, when the objective(s) can still be achieved.

5. No misuse or misapplication of opportunity. That is, person or organization handles thing satisfactorily. Or changed status is acceptable.

6. Person or organization that thing was taken from does not sabotage new possessor. Or the reaction from former status is not destructive. That is, no fallout or unplanned loss from the act.

7. Cost of transfer or alteration is not prohibitive. That is, benefits received from act is not less than the costs of effecting movement or change.

8. Thing given or status conferred is retained or maintained for appropriate duration.

9. Act or change achieves objective(s) or serves purpose(s), as exactly hoped or planned. And no regret(s) was had as a result of the event(s).
