Purposeful and necessary. 2. Legal - not a different or new attitude or behaviour that is in conflict with the law. 3. New or different attitude or behaviour is not close to the rejected or discarded one (to emphasize). 4. Change is timely to help achieve the objective(s). 5. Change is adopted and accepted by a majority of the people. That is, most people will not wish to return to the past, once change is made.
