Purposeful and necessary (see definition). 2. Quantity or 'measure' will be correct, as recipient is entitled to. And no trick can be used to have a 'second helping'. 3. Quality of item(s) will be the best available in the situation. 4. Given or provided, and received or collected timely. 5. Amount will be used up completely before the next supply due date. 6.
