Definition: (North American English) An occasion when bad weather prevents an event from starting or finishing.

1. Bad weather was not forecast or predicted; no warning.

2. Bad weather was not expected or suspected; no preparation.

3. Things done in preparation will not become useless, as a result of a postponement. And the stage reached, if event had started, will not be meaningless, when event resumes afterwards.

4. Bad weather has no use whatsoever - no rain water to collect, no solar energy to be saved, etc.

5. Duration that it lasts and/or extent or measure of badness is not extreme. That is, event will be able to be started later, at a time considered as still reasonable, or be continued, without an earlier momentum lessening or a gain being lost.

6. If arrangements had been completed and put in place, or if event had started, packing up, covering up, etc. will be quick, thereby avoiding a loss by organizers or participants. And there will be no damage to equipment and facilities, etc.
