PROPOSITION (3)

Definition: (in the US) A suggested change to the law that people can vote on.

1. Suggestion will be for a purpose (see definition).

2. Proposed vote will be considered necessary (connect to #4).

3. A lacuna, shortfall or failing, an oversight, etc. has been discovered in the extant law (to emphasize).

4. Suggestion will be based mainly on the input of the majority of the people who will vote to decide whether or not to effect change - not solely proposed based on the thoughts or whims of the lawmakers or legislators. (Connect to #7.)

5. Suggestion (= proposal or bill) will be sensibly made (drafted, written, etc.). That is, what will be presented for consideration will not be confusing or obscurantist.

6. The required processes or procedures will be undertaken. That is, public hearing, organized debates, seminars or conferences, etc. will be held to discuss proposals.

7. Suggestion will be presented timely, before additional 'damage' is done by the soon-to-be old law. And voting will, therefore, take place promptly.

8. Serves purpose(s) or achieves objective(s), whatever the outcome of vote, referendum, etc.: No or Yes.
