That is, means used to disseminate news is correct. __________________ 3. Act is done timely, that is, announcement is after bill has been passed, not when bill or legislation is still under consideration. 4. Means is appropriate - press conference, edict or gazette, press release or a public statement, etc. (connect to #2). __________________ 5. Law being announced is stated and/or quoted in full.
