Purposeful and necessary - to do something, even if not used. And/or even if it is to abstain from doing a thing. 2. Approved or authorized. That is, legal even if some other(s) think it is unmerited or undeserved. ____________ 3. Right or authority is specific and identifiable. That is, the whats and 'whatnots', 'wheres' and whereofs, etc. are clearly stated or known. 4. Rights and authority is measurable and/or assessable - the whenever and whens, hows and however, etc., are all stated and/or known. __________________ 5. Right or authority has a 'lifespan', even if this is eternity. That is, period withing which power can be exercised is known. 6. Power (= right or authority) is fully owned. Or, where it is to be jointly shared, clear demarcation is made on how it is to be exercised. 7. Right or authority is unconditional.
