Purposeful and necessary (see definition). 2. Project is approved by locality and government (to emphasize). _______ 3. Project is finished (completed) and commissioned (put to use) before the day of election! 4. Some of the money earmarked for the project is not embezzled, misapplied or misappropriated. _____________ 5. Costing is not exorbitant or excessive. That is, project does not provide an avenue for embezzlement of funds. 6. Percentage of government money in project is at least fifty (50%). __________________ 7. Project has direct relevance to the locality (to emphasize). 8. Project is fully owned by the locality. That is, project is not jointly owned by government and community (connect to #7). 9.
