| OVERSIGHT (2) Definitions: i. (formal) The state of being in charge of somebody/something. ii. Supervision. ______________________________________________________________________ * All nine elements would be in. 1. Purposeful and necessary. 2. Appropriate authorization and approval exists for state. And a full measure of independence is had by regulator(s). 3. A competence is possessed to understand/appreciate a person/thing. 4. The wherewithal to meet/fulfil obligations is officially provided or made appropriately available. That is, who/what is being cared for is not made to provide the capacity for the checkers. 5. Person/thing does not pose a threat, danger, risk, etc. to who or what is or ought to be in charge. That is, who or what is in charge is more powerful than 'charge' or 'ward'. 6. Constant and regular contact, monitoring, communication, etc. will be established and maintained between the two parties. 7. Person/thing will benefit from being put under the care of somebody/something else. That is, fact achieves objective(s). 8. No unplanned loss, disadvantage, etc. will be suffered, as a result of responsibility, by who or what is in charge. 9.
