Definition: The situation in which costs are higher than was planned or expected.

1. No provisions were made for an 'overshoot'.

2. Previous expenses on project are fully justified. That is, the earlier earmarked funds were optimally utilized.

3. Extra or additional expenditure results in some sort of loss, as other competing needs would not be fully met as hoped for.

4. Unplanned or unexpected costs were borne from own resources. That is, there would be no need to go borrowing to finance project.

5. End result or final product or outcome of extra expenditure turns out as exactly expected or planned for. That is, extra funding achieves objective(s).

6. Amount that is extra is not so much as to pose a risk or danger to continuity or survival of endeavour/business/company.
