| NON-RESIDENT (1) Definition: A person who does not live permanently in a particular country. ______________________________________________________________________ * All nine elements would be in. 1. Purposeful and necessary to not live permanently in particular country. 2. In country with genuine identity (= name, passport, documents, etc.). 3. Legally resident, whenever in particular country, for specific duration. 4. Obeys the rules, regulations and laws of the country of residence. 5. Person is not stateless. That is, when not in particular country, person can be ordinarily traced to another country - of birth or naturalization. 6. Has rights and privileges that are not ordinarily denied him or her (connect to #3 & #4). 7. Has duties and responsibilities that are fulfilled within the ambit of the law (connect to #6). 8. Person is not disloyal to host country. That is, person is not an economic saboteur or social parasite or political spy or ... an asylum seeker! 9.
