(Person(s) making unnecessary noise and being needlessly excited is/are believed or assumed to be in his/her/their right senses.) 4. Desire (purpose) and wish (need) could have been satisfied in some other way - giving a restrained shout, engaging in a displacement activity, etc. 5. What is unnecessary, but done, disturbs some person(s), who are present in or close to vicinity. (To emphasize.) 6. No loss, sanction, disadvantage, embarrassment, injury, etc. is suffered by who is unnecessarily noisy or excited. 7. Noise or activity cannot be curtailed or stopped until its full expression or a complete satisfaction is achieved. 8.
