Purposeful and necessary. 2. Organization, planning and preparation to maximally or optimally use thing is being made while search is on. 3. Permission, authorization or approval, as applicable, if necessary, is obtained before use or usage, of thing. 4. Full control is guaranteed on thing being found or possessed. 5. No misuse, misdirection, misapplication, etc. occurs during the period that thing is being used. That is, thing is properly used and serves purpose(s). 6.
