| MINISTER (1) Definition: (British English) (in Britain and many other countries) A senior member of the government who is in charge of a government department or a branch of one. ______________________________________________________________________ * All nine elements should be in. 1. Purposeful and necessary (to emphasize). 2. Merited appointment, however position was attained, and whatever the stated qualification(s). 3. Efficient (competent) and effective (performing), in the discharge of duties - does (achieves), not talks (theorizes). 4. Incorruptible. That is, honest and true - no cronyism, nepotism, embezzlement, mismanagement, etc. 5. Team player and loyal to the head of council/cabinet. That is, not part or member of a cabal, even if in the kitchen cabinet. 6. Will serve through the tenure of government, unless senior member is sponsored by a party in a coalition that pulls out of government (connect to #8). That is, will survive a reshuffle, if any. In other words, will not be involved in a scandal, illegality or unethical conduct, immorality, etc., etc. while in office, that will result in a resignation or sack. 7. Will have an excellent working relationship with the deputy minister(s), or minister(s) of state, if any, and also with the technocrats and other employees of the department. 8. Can voluntarily resign from the post, on account of moral or professional principles or ethics. (To emphasize, connect to #9.) 9.
