Balance of terror
BALANCE OF TERROR

Definition: Concept that the U.S. and the U.S.S.R. (now Soviet Union) had capability of exterminating each other, giving them military equality.

* All six elements were in, when the concept held.


1. There was a full disclosure of their war capacity (= armaments, firepower, warheads - nuclear, biological, chemical weapons, etc.)

2. Political leaders were assumed to be permanently on the brink of a sort of nervous breakdown, giving rise to phobia of the rival nation.

3. No allies or alliances were required by either of the belligerent nations. That is, their military strengths were independently owned.

4. Level of suspicion was high and the readiness and willingness for a tit for tat and/or to constantly sabotage each other existed - forget the rhetoric, if any.

5. The assumption would have been that 'equilibrium' was possible to control or manage or contain, won't cause collateral damage to others.

6. (Reserved.) (There couldn't have been regard or respect for the UN or Peacemakers - What voting? Which cooperation? (To emphasize.)
