Purposeful and necessary - by order or of own freewill. 2. Specific and identifiable - a routine or an emergency. 3. Measurable and/or assessable - slow, medium or fast. 4. Not unapproved, unauthorized or illegal, especially if an authorization is a requirement. 5. Cannot be successfully challenged, rejected, opposed or condemned. 6. Ordinarily will bring no unplanned loss, disadvantage, etc. 7. Exactly as demanded by the regulations, rules, instructions, etc. And, therefore, ordinarily or easily defensible. 8.
