| BACKGROUND (5) Definition: A position in which people are not paying attention to somebody/something or not as much attention as they are paying to somebody/something else. ______________________________________________________________________ * All six elements should be in. 1. Attained voluntarily (or imposed by the law). That is, being in position has a purpose and is personally considered a necessity. 2. An ability to be attentive or to pay attention will be possessed by who or those not in the 'thick of things'. 3. No real desire will exist to be in the forefront.
