| LOOTING Definition: The activity of stealing things from shops/stores or buildings after a riot, fire, etc. ______________________________________________________________________ * All nine elements would be in. 1. Purposeful and necessary for the persons involved in activity. 2. Activity is not really planned or prearranged. That is, riot or fire is not deliberately intended or hoped to result in stealing. 3. Things stolen will be of high worth or value. (To emphasize.) 4. Persons stealing will not sustain an injury in the process, whether hurrying out of shops, etc. or with all the time in the world. 5. No serious additional damage is done to physical structure of shops/stores or building during activity. 6. Law enforcement agent(s) or emergency services are unavailable or are not able to stop activity. 7. (Reserved.) (Activity is not engaged in or conducted by employees of shops/stores or residents of building.) (To emphasize.) 8. What is looted (= stolen!) is not damaged during process - and can therefore be operated, used, gained from, etc. maximally. 9. The persons stealing will get away with the spoils. And will get desired benefit from loot, whether items are sold, used or displayed. That is, thieves will not be caught.
